Labeling of fur coats began on August 12, 2021, when a control mark with a built-in radio frequency chip - an RFID tag - was applied to the label of fur products. After the entry into force of Federal Law 487, the law on labeling, and according to government decree No. 270, the labeling system for fur products moved to the “Honest Mark”. The project has been in pilot mode since June 1, 2021.
Only the operator has changed; the methods for identifying fur products remain the same. To work according to the law, market participants need to register in the unified national labeling system, which was developed at the Center for the Development of Advanced Technologies.
What is KIZ
The main innovation for sellers of fur products is that all fur products in circulation are specially marked and entered into a single information database. Marking is carried out using KIZ, that is, control and identification marks. Each KIZ has a unique serial number, which is stored in a single information database, which excludes their counterfeiting and reuse.
Manufacturers and importers at the production or import stage are required to mark the goods and enter the following data into the control and identification label:
- Name of product
- type of fur
- country of manufacture
- manufacturer
- brand
- salesman
- Declaration of conformity number
This data is also stored on the servers of the Federal Tax Service.
When selling a fur coat with a control identification mark, the seller is obliged to go to his personal account on the marking information resource and record there the fact of selling a fur product with a KIZ. The information carriers in the control and identification sign are a two-dimensional bar code and an RFID tag. Labeling fur products with a two-dimensional code (QR code) is necessary for the end consumer. The QR code contains an encrypted link, by clicking on which the buyer will be able to obtain information about a fur coat or sheepskin coat on the Federal Tax Service website, and make sure that the product was imported and purchased legally
Control and identification marks also differ from each other in color:
Red - imported products
Green - products made in Russia
Labeling fur products with a two-dimensional code (QR code) is necessary for the end consumer. The QR code contains an encrypted link, by clicking on which the buyer will be able to obtain information about a fur coat or sheepskin coat on the Federal Tax Service website, and make sure that the product was imported and purchased legally.
Which fur products must be labeled?
Products made from natural fur are marked: mink, nutria, arctic fox, fox, rabbit, hare, raccoon or sheepskin. It doesn’t matter whether the entire fur coat consists of fur or just the lining. The control mark is not needed if the only fur trim is the collar, lapels, cuffs or pocket trims.
Not marked:
- mittens and gloves;
- bags, backpacks and traveling bags;
- shoes;
- hats;
- toys and sports equipment.
If I am selling a drape coat with a mink collar, do I need labeling?
No, because the collar is a trim. If you are in doubt whether a product needs to be labeled, read “Explanations for the commodity nomenclature of foreign economic activity of the Customs Union (HS CU).”

Radio frequency identification of fur items
RFID (Radio Frequency Identification) is an innovative method based on contactless information exchange. Using a set of electronic devices, automatic identification, identification and reliability of information about the place of production of clothes made from natural fur is carried out. For microchipping natural fur coats, passive, semi-passive and active radio frequency identification RFID tags are used. The silicon chip located in the passive tag does not require autonomous electrical power, since it is powered by a powerful electromagnetic signal that comes from the reader. Semi-passive IF tags work similarly, but unlike passive tags, they are equipped with a small rechargeable battery that provides power to the chip. Expensive active IF tags with their own autonomous power supply do not consume the reader’s energy at all, so they can be read at a considerable distance. That is, it is not necessary to get close to a chipped mink coat to determine its originality or place of production.
Fur coat authentication equipment
The classic RFID system used to identify natural fur coats consists of three main items: an RFID tag, a reader, and a computer program.
For contactless data exchange, the following versions of RFID readers are produced:
- stationary;
- mobile;
- portal.
To personalize KIZ (control identification badges) for RFID marking of fur items made from natural raw materials, stationary desktop readers are used. Similar electronic mobile gadgets are used to confirm the authenticity of chipped fur items at points of sale. Fur coats are marked using chip tags, which have become an important part of the developed innovative radio frequency identification (RFI) system. This is an advanced promising technology, which, in particular, involves the use of microchips to determine the authenticity and accounting of industrial goods.
Advantages and distinctive features of RFID
Radio frequency identification is an innovative contactless method of data exchange. Automatic identification of marked natural fur coats and other chipped fur items is carried out using innovative electronic equipment. Radio frequency identification (RFI) of fur items, using various: passive, active and semi-passive chips, is similar in function to barcodes and QR codes, which have been used for a long time to mark winter outerwear made from natural fur. The main advantageous difference from a QR code and a barcode is that an RFID tag is almost impossible to fake. At least not a single hacker has been able to do this yet. The range of the QR code and barcode recorder is only a few centimeters. Unlike such outdated inspection methods, RFID readers are capable of communicating from distances exceeding 15 meters from tagged goods, even when the chip is not in line of sight. In addition, the possibility of reusable use of RFID tags and their use for group accounting is the main indisputable advantage of the innovative RFID method over other identification technologies. The Moscow fur factory Diana Furs offers chipped fur coats of its own production from various types of natural fur and labeled imported fur items. Everything presented in the electronic catalog of the online store, classic fur coats, warm jackets, short sheepskin coats, vests and other diverse outerwear made of natural fur, meets the characteristics of high quality, is trained before sale, and also has a manufacturer’s warranty!
How to connect to the Marking system
1. Purchase a qualified electronic signature (CES)
Working with a labeling information resource is impossible without a qualified electronic signature. It is necessary to gain access to the personal account of the Labeling Information Resource.
2. Check your computer for compatibility on the Labeling Information Resource
You can access your personal account of the marking information resource only from a computer that meets certain technical requirements. Before registering, you will be asked to verify that you meet these requirements online. To save time and be sure to pass it, make sure of the following in advance:
- OS Windows 7 or later / Mac OS X 10.8 or later;
- Browser Internet Explorer 10 or later / Safari;
- CryptoPro plugin for Internet Explorer/Safari browser
- CryptoPro software 3.6.7777 or later;
- The site markirovka.nalog.ru has been added to the list of trusted sites.
3. Register in your personal account, in the “Profile” section, select the role of a participant in the “Marking” system.
Retailers need to record retail sales of fur coats and sheepskin coats in the “Personal Account - Sales” section. Now, when selling a fur product, you must indicate in your personal account which fur coat you sold with which KIZ.
What equipment should I buy to work with marked fur?
To read radio frequency tags or program a product code into them, you need an RFID reader. And for the device to work with marked fur, you need special software. The free Federal Tax Service program only supports Bookos 2.0FE and ATID AT-870 readers. If you have a different device, you will have to write the software yourself or buy, for example, .
Mobile RFID reader Atid AT870 — 130,000–150,000 RUR
It is not necessary to purchase RFID equipment. To save money, stores buy a 2D scanner and accounting software. Tags are ordered from the manufacturer immediately with recorded SGTIN codes. You can also order empty keys and program them in other companies.

Checking a fur coat using a chip using an app on your phone
For those who would like to check a fur coat by chip number or barcode, it is necessary to install the CRPT application on the device in advance. Next, we will consider instructions from the official developer. We recommend using only this:
1. Go to your application store. In our case, Play Market.
2. Find the application in the search: “Honest Sign”. Be careful here. The developer must indicate a center for the development of promising technologies. Install it on the device.3. When you first log in. On the main page we find a special sign consisting of parentheses. This is the scanning tool itself.
4.After this, we find the chip on the fur coat and use the phone’s camera to enter the Data Matrix code. Above noted in paragraph 3. In the form of a black and white barcode in a frame. The system should automatically scan and take you to a product information page.
5.If this does not happen and a red cross or an error message appears in the frame, then press the button: “Enter code manually.” A table will open with a choice of the name of the product that needs to be checked. Select fur products and enter the marking code. It is indicated at the bottom of the KIZ (in the example it is marked as point 5).
Thus, you can find out information about the authenticity of a fur coat via your phone. In the latest app update, the developers even added a tool with which you can immediately complain about the product you are checking. In this case, an inspection will be carried out against the store.
Step-by-step instructions for the procedure
First of all, you need to register on a special resource by following the link https://honestnyznak.rf/business/projects/manual_fur/.
After this you will need to do the following:
- Record the serial global identification number of trade items in the KIZ using RFID equipment and using:
- software for reading and writing information on the KIZ;
- technical documentation.
- Generate a file in XML format.
- Upload the generated file to the “Marking Information” section of your personal account.
- Sign and submit information.
- After receiving the numbers, apply them to the product.
You can simplify the solution of the issue by contacting a company that provides services of this nature.
Checking a fur coat using a chip via the Honest Sign website
If for some reason you cannot install the application, then you can check the microchipping of a particular fur coat through the official website. There are a number of tools that allow you to do this in a few minutes. To check you need:
- Go to the official fur coat marking page on the Honest Sign website.
- On the right side of the page we find the marking code verification form. Enter the barcode of the fur coat indicated on the chip and click check.
- If the number is genuine, a table with product data will appear. If an error occurs, you can report the entrepreneur for violating labeling rules.
What information can you find out about a fur coat?
If the fur product you have chosen is genuine and marked with all the rules, then when you scan the number the following information will appear:
- KIZ status. It will be indicated whether the product being checked has been sold or not yet.
- Full name of the product to which the mark belongs.
- Type of fur.
- Country and manufacturer.
- Brand and legal name of the seller.
- Additional information in the form of: color, size, fact of painting, number of declaration of conformity, as well as model.
This way the fur product is checked before purchasing. We hope that with the advent of a mandatory labeling system, this process will work and will become a powerful argument in the decision to take or not take this or that product.
Let's summarize
- Sellers mark fur coats with control marks: sewn-in, glue-on, or hanging.
- Companies report to the Federal Tax Service when they sew fur coats, bring them from abroad, accept them and sell them.
- Collars, cuffs and other trims are not marked.
- To order KiZ: register on nalog.ru → sign an agreement with Goznak → join the GS1 association → order and pay for the chips.
- To avoid buying an RFID reader, order programmed keys immediately.
We will equip and set up a workplace for your business.

Labeling Bill
The law on labeling fur coats was approved by the Eurasian Economic Union and signed by 5 countries. They were: Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. The law stipulates that all items of clothing made from natural fur must be labeled. But this bill has been adopted only as part of a pilot project, which should be introduced before the end of 2016. Based on the results of this experiment, a decision will be made on its introduction on a long-term basis and expansion to other groups of goods.
Legislative basis
It is important that lawmaking was largely based on the interests of the consumer, on the protection of his rights to a quality purchase. After all, using the new barcode, having a smartphone and a special mobile application installed, the buyer himself will be able to scan. And get comprehensive information about the quality of your purchase. In cases where he reveals any violations, he will be able to inform the competent authorities and compensate for his own losses.
The law-making basis was the 792nd order of the Government of the Russian Federation. It outlined the main essence, and in addition, the timing of introduction. The object is any item of clothing made of knitwear, genuine leather, or composite. Sewing products and jackets, blouses from machine to hand knitting are subject to marking. Including if it is work, specialized or sportswear.
Penalty for violation of requirements or non-compliance
This norm came into force on July 1, 2021. Evasion is a standard violation of the Code of Administrative Offences. As is the case with the standards of the EGAIS system, evasion, intentional or even accidental, will be punishable by a fine. Moreover, it is separately directed both to a legal entity in the amount of up to three hundred thousand rubles, and to an individual in the form of a manager - up to thirty thousand rubles.
Video explanation
A store that offered an illegal item to a buyer will have to pay a hefty fine. For individual entrepreneurs it ranges from 5 to 10 thousand rubles, and legal entities will have to pay from 50 to 300 thousand rubles. In special cases, criminal liability is also provided. Thanks to the introduction of strict measures, order has been brought to the fur market today and it is almost impossible to find non-certified products.
Is it possible to return a fur coat without a chip to the store?
If the seller provided false information about the product, stating the presence of a chip, but its presence was not confirmed, the buyer has the opportunity to return the fur coat without a chip to the store . There are several basic conditions under which a fur product can be returned to the store:
- No damage to the product. The seller has the right not to return money for a product of inadequate quality. It should be taken into account that the damage may be in the nature of a manufacturing defect, in which case an examination is necessary.
- Availability of all necessary documentation, labels and tags.
- Contact the seller when the warranty is valid.
The best option would be to replace it with another product with a chip . If the buyer is not satisfied with this option, the store undertakes to return the cost of the fur coat in full.
You need to know that most examinations will be carried out at the buyer’s expense. That is why it is recommended to protect yourself in advance and ask about the presence of a chip directly. The presence of such a detail becomes a guarantee of the quality of a fur coat made from high-quality materials.
In this article you will learn how to check the chip on a fur coat using an application.
Retail Sales Rules
Retail outlets use signs to automate control over goods turnover and work with the electronic document management system (EDF) for warehouse and sales floor workers. This method is a special program that contains an exhaustive list of information about products.
Using the numbers, the seller will be able to:
- constantly update the data of the product labeling system;
- automatically link payments to items of sold products.
In order to put this method into practice, software alone will not be enough. It is necessary to purchase special devices - barcode scanners. With their help, any batch of goods arriving at the store is scanned, after which an invoice is uploaded. All received data is entered into a database, where it is automatically sorted into the appropriate sections.
At the time the product is sold, the cashier scans the code from the stamp applied to the product. The online cash register transmits information about the sale to the fiscal data operator. The OFD transmits this data to the Federal Tax Service and at the same time sends information about the code to the labeling system, which records the withdrawal of goods from circulation.
Fines for lack of marking
Russian legislation provides for liability for violation of the rules for the sale of goods subject to mandatory labeling.
- Administrative (Article 15.12 of the Administrative Code): - for an individual entrepreneur - a fine from 5,000 to 10,000 rubles; - for a legal entity - a fine from 50,000 to 300,000 rubles.
- Criminal (Part 1 of Article 171.1 of the Criminal Code): - If the cost of products without markings is more than 1.5 million rubles, the perpetrator faces imprisonment for up to 3 years and a fine of 80,000 rubles.

Last news
While all the key information is focused on how businesses will react to this system, some experts argue that such a decision could hit small businesses very hard. Other analysts are inclined to believe that the area freed up after counterfeiting will be huge, around 40% of the market, and there will be enough space for everyone. Be that as it may, the main news that everyone is waiting for is the start of the pilot version. And as soon as it appears, a lot of enterprises are ready to begin their own tests.
