In the harsh Russian winter and a significant variety of climates, there is a great demand for winter clothing such as a fur coat. These products can be made from both artificial and natural furs.
When retailing natural fur coats, it must be accompanied by a fur coat certificate from the manufacturer, who with this document declares (confirms) that the product is of high quality and safe for health, and has passed appropriate tests.
The following factors that the buyer pays attention to when choosing fur coats are important:
- the fur of which animal the product is made from significantly affects the duration of wear of the product and protection from the effects of adverse climatic conditions;
- fur quality;
- quality of fur coloring, if it was subject to color change;
- dressing of skins;
- selection of skins;
- method of sewing a fur coat.
The fur coat should not be too light or, on the contrary, heavy. If the product is light, it means that the fur has been artificially stretched and the fur coat will not warm well, while a heavy fur coat may be the result of poor dressing of the skins and it is simply heavy and uncomfortable to wear. The weight of a fur coat largely depends on the fur from which the product is made (polished tsigeya, astrakhan fur, nutria are always heavy), on the dressing and on the length of the pile.
Certification of fur products - do you need a certificate or declaration for fur coats?
Fur products are classified as light industry products, which means that their quality and safety are regulated within the framework of the CU TR 017/2011 regulation (safety of light industry products).
And in accordance with this regulatory act, fur products can undergo the certification procedure in the form of a declaration, that is, for fur coats it is necessary to issue a declaration of conformity with the CU TR. However, for children's fur coats, you additionally need to obtain a SGR - a certificate of state registration, and then a declaration.
Moreover, in this case, fur products should be understood as products of two varieties: fur and skins, which are intended for finishing items of clothing and interior design, as well as fur coats and coats made from both natural fur and fur of artificial origin.
In addition, the age category for which a particular product is designed also plays an important role, since children's and adult products undergo compliance testing according to different requirements.
Requirements
The above technical regulations contain:
- The procedure for sampling and rules for testing regulated products;
- Safety requirements, including chemical and biological safety;
- Requirements for product labeling;
- Conditions of storage, transportation and disposal;
- And other.
For example, technical regulation 017/2011 establishes the maximum permissible mass fraction of free formaldehyde in fur products - 300 μg/g, as well as many other characteristics and requirements for products.
Is a certificate required for children's fur coats?
Regarding fur coats for children, then, as already written above, you need to obtain a declaration and a State Registration Certificate, however, for children's fur coats you can, if desired, issue a certificate of conformity with the CU TR, but, we repeat, this is in principle not necessary; for fur coats for children, it is enough to issue a State Registration Certificate and declaration of conformity with TR CU.
And for fur coats for adults, you can also issue a voluntary GOST certificate, however, this certificate can also be issued for fur coats for children, but in addition, having voluntarily passed tests in a laboratory for compliance with GOSTs, and not TR CU.
Voluntary assessment of the quality of fur products
After carrying out the mandatory examinations, the company can order a voluntary GOST R certificate for fur clothing. In essence, this is an image document that is valid within the Russian Federation and is an official confirmation of quality. Voluntary certification documentation increases the attractiveness of products in the eyes of buyers and instills trust in the company on the part of investors and business partners.

How to correctly indicate fur coats in the declaration?
For example, you can indicate in the declaration: Fur products for men and women from the skins of mink, fox, lynx, sable, chinchilla, jungle cat, rabbit, squirrel, sheepskin, astrakhan fur, arctic fox, raccoon, wolf, beaver, nutria, coyote, marten, llamas: fur coats, coats, short coats, jackets, including sleeveless ones (“vests”), capes, ponchos.
As you can see, several types of furs and clothing themselves can be included in one declaration, but test reports are usually made separately for each type of fur. Also in the declaration you need to indicate the GOST according to which these fur coats are produced, for example GOST 32084-2013 Fur clothing. General technical conditions

Procedure for mandatory inspections
Certification of fur products is a multi-stage procedure. The applicant must write an application to the certification center, provide a package of documents and product samples. Next, laboratory tests are carried out, protocols and conclusions are drawn up. If all indicators comply with established standards, a certificate or declaration is registered and issued.
Terms of issue
You must submit to the certification center:
- registration and statutory documents;
- technical documentation (TU, GOST);
- description of the product and its identification characteristics;
- manual;
- label layout;
- supply agreement (for import).
Receiving the declaration takes 1-3 business days. It takes 4 days to issue the certificate. The maximum validity period for both documents is 5 years.
How is certification of fur coats and fur products carried out?
Like all products, fur coats and other fur products are first tested in an accredited laboratory, where they are tested for strength, tensile strength, and so on, in accordance with the requirements of the CU TR or GOST (depending on what you are making a test report for - for the TR declaration TS or for GOST certificate), then after the tests the laboratory issues a test report indicating all the results obtained. Based on them, if all indicators are normal, the accredited certification center issues a declaration of conformity with the CU TR for fur coats or a voluntary GOST certificate.
What do permissions look like?
A quality certificate for a fur coat is a special form with several degrees of printing protection. It states
- name of the certification body, its address and contacts;
- identification characteristics of fur products;
- TN VED and OKPD2 codes;
- regulations;
- information about the manufacturer;
- name of the applicant;
- test report numbers.
The form is affixed with the seal of the certification center and the signatures of its director and expert.
In turn, the declaration of conformity is drawn up on a simple A4 sheet and certified by the seal of the applicant company. The data specified in it is almost identical to what is written in the certificate.
SGR for fur coats
As already written above, for fur coats for children it is also necessary to issue a SGR - a certificate of state registration of products, and it is issued not by the certification center, but by Rospotrebnadzor, and not only on the basis of a test report, but also on the basis of an Expert opinion, that is control over children's fur coats is much higher.
Also, the period for receiving the SGR for children's fur coats is much longer, about two months, in contrast to the declaration, where it can be done in just 1 day.
Mandatory sanitary certificate for fur coats in the sanitary inspection system of the Customs Union
In the form of an Expert Opinion, it must be drawn up on the basis of the decision of the Customs Union No. 299 of May 28, 2010, after confirmation of compliance with the sanitary requirements of the Union and the corresponding examination based on the research carried out in the certification laboratory. You can obtain a sanitary certificate for a fur coat from the territorial office of Rospotrebnadzor.
Dyed fur is considered harmless. But poorly dressed skins can be a source of danger. Already at factories, skins undergo mandatory sanitary control in order to eliminate various infectious diseases that can be transmitted through the fur of a dead animal, and from them a person can become infected through the skin. Therefore, animal skins must receive a veterinary certificate before entering processing. In large factories, the skins of sick animals are pre-culled. In small workshops, these requirements and rules are not always met.
Chips for fur coats
Starting in April 2021, fur products, such as fur coats, have been included in the list of products that can be used to test an updated method of controlling the origin of goods. In this case we are talking about chipping.
All fur products are equipped with an electronic chip, which contains absolutely all the necessary data. However, it is worth noting that only those products that have documented compliance with the safety standards listed in the CU TR will be microchipped, that is, you first receive a declaration of conformity with the CU TR, and then you do the microchipping and when microchipping you also indicate the declaration number for the fur coats, which you have previously completed.
Assessing the suitability of children's clothing
According to this regulation, for fur coats intended for children under one year of age, it is mandatory to issue a certificate of compliance with the above-mentioned CU TR. • 1s; • 2s; • 3s; • 4s.
A permit document (certificate) is issued for 3 years if the applicant is a seller who is also a subject of law in one of the member countries of the Customs Union (Russia, Belarus, Kazakhstan). Main nuances of product labeling
Labeling of products made from natural fur is mandatory for all entrepreneurs engaged in the production, sale and import of fur coats in the countries of the Eurasian Economic Union (EAEU). Two points that an entrepreneur should be aware of:
- a single “EAC” mark is indicated on each unit of product that has passed the conformity assessment.
- A control identification mark (KIZ) is applied to each product, allowing the product to be tracked from the factory to sale to the final buyer.
The purpose of this procedure is to prevent illegal trafficking of goods and reduce the volume of counterfeit products on the market. Chipping of fur products also indicates compliance with the requirements of regulatory documentation (the chip, in addition to information about the manufacturer, seller, product, contains information about the mandatory declaration of the CU TR).
The procedure for chipping products
- Registration of an entrepreneur in the accounting system.
- Obtaining a qualified electronic signature.
- Acquisition by the entrepreneur of the necessary hardware and software.
- Concluding a cooperation agreement with CRPT (Center for the Development of Advanced Technologies) for ordering control and identification marks.
- Applying chips to each item (they are glued, sewn in or hung).
The lack of permitting documentation and the sale of unmarked products is an administrative offense for which penalties are provided. When the cost of outerwear without identification marks exceeds 1.5 million rubles, the perpetrators are brought to criminal liability (implies imprisonment for up to 3 years and a fine of 80 thousand rubles)

Voluntary certification of fur coats - advantages and features
If there are mandatory permits, the entrepreneur has the right to initiate additional inspection of manufactured clothing in the national system of the Russian Federation (according to Federal Law-184). The main difference from the mandatory procedure is that the standard or individual parameters for verification are chosen by the applicant. This may be a national or interstate standard, the provisions of the enterprise’s own specifications, or individual indicators that are significant for the product.
Considering that the cost of fur clothing is usually high compared to other things, the consumer always makes a careful choice (this applies to both wholesale suppliers and retail store owners). In this regard, the presence of additional quality confirmation will help increase the interest of consumers and counterparties and increase sales volumes. A certificate of conformity for fur coats in the GOST R system allows you to mark a manufactured item with the PCT “voluntary certification” mark, which inspires confidence among the Russian consumer.

- technical documentation (GOST, TU) - for Russian production;
- samples;
