Marking fur coats through the “Honest Sign”
In order for information about the movement of fur products from the manufacturer to the consumer to be included in the “Honest Sign”, all participants in the trade turnover must be registered in the system: manufacturers, wholesalers and retailers. To register in the “Honest Sign” system, you will need an enhanced qualified electronic signature, which is issued to the head of the company or individual entrepreneur. UKEP is issued by accredited certification centers; to work with it you need to install CryptoPro or Rutoken software on your computer.
To enter your personal account, you need to go to GIS MT and click on the “Start verification” button. If the UKEP is connected correctly, access to your personal account will open. All information about the participant will be automatically transferred from the “Marking” system to the “Honest Sign”.
After gaining access to the personal account of the unified product monitoring system, you can request control identification marks for marking fur products. To do this, you first need to describe the product in GS1 RUS using the required attributes:
- GTIN barcode;
- product names;
- brand names;
- country of origin;
- type of fur.
A complete list is provided in the GS46 manual. After entering the required attributes, a product card will appear, which can be published in the MT GIS. Then you need to submit an application for the production of control identification marks. Goznak is engaged in the production of KiZ, and an agreement is concluded with it.
You can submit an application through your personal account. In the “Orders for the production of Keywords” section, you need to enter the number of the agreement with the issuing bank and select the method of receiving Keywords – delivery or pickup. You need to fill out the data carefully, because if there is an error, you will not be able to change the application and you will have to fill out a new one. "Honest Sign" will consider the application within five working days and send the application to "Goznak".
After receiving the application, the issuer will send an invoice by mail for the production of the control identification mark. The cost of KiZ depends on the method of application and is:
- 15 rubles for sewn - the sign is sewn into the seam of the product;
- 15 rubles for adhesive - the sign is glued to a sewn-in marking label;
- 22 rubles for a hanging sign - a sign with a plastic seal is attached to the product.
Goznak issues KiZ within five working days from the date of payment. Receipt of the control identification mark must be noted in the personal account of the participant in the turnover within three working days.
What is marking of fur products and why do you need a chip?
Manufacturers and importers are required to place a chip on each fur coat. This is done at the manufacturing stage, or when crossing the border. The chip is purely individual. As a result, the system that tracks the turnover of fur products always contains objective information about their quantity and routes of movement across the territory of the EAEU.
The state needs to remove counterfeit goods
Authorized structures have the ability to track the movement of each fur coat, thereby suppressing the illegal circulation of expensive goods.

What does KiZ look like?
KIZ (RFID tag) is similar to a price tag or label. It has an 18-digit code. The first 2 letters indicate the country (Russia - RU). The rest are an individual number for a specific product, revealing information about:

- brand (trade mark);
- seller (importer);
- number of the declaration of conformity.
There is also color differentiation of KIZ. Red chips are intended for imported goods. Green for those manufactured in the EAEU countries.

- Sewing from the inside out into the seams during production (sign on fabric).
- Gluing to a label (on self-adhesive paper).
- Attached to the product in a different way; in this case, the KiZ is combined with a plastic disposable seal.

What is a control sign (KiZ)
KiZ is a strict reporting form with an embedded RFID tag (chip). The sign is printed with a unique product number, information about the fur and a QR code for authentication via phone. KiZ cannot be faked, and if you try to remove it from a fur coat, it will become damaged.
The signs are produced long and wide. The only difference between them is the form.

Each product item is assigned a GTIN code. Based on this code, a unique SGTIN number is generated for each fur coat, which is programmed into the chip.
To obtain product numbers, you must join the GS1 Association. Entry fee - 25,000 rubles, annual membership fee - 15,000 rubles. To relieve the burden on small businesses, the Federal Tax Service agreed with the Association on a grace period. The seller does not pay a membership fee if he describes less than 10 new product items by the end of 2021.
On the Association’s portal, the participant receives unique numbers for each product item. To do this, the seller prepares descriptions of all products: name, manufacturer, country of manufacture, unit of measurement of the quantity of goods.
The association only assigns GTIN codes to products. This is not enough to sell fur coats. Next, you need to generate an SGTIN, program it into the RFID tag and enter the information in your personal account of the Federal Tax Service.

For each fur coat you need to make chips with an SGTIN number. On the Markings website, make an application - how many signs are needed and what kind. The tax office will check it in 3 days or less, and then send it to Goznak. An entrepreneur will not be issued a KiZ if he has arrears in taxes, arrears of penalties, or has violated labeling rules more than twice.
You can order immediately programmed chips. The manufacturer will write SGTIN codes on the signs, and you just attach them to your fur coat.

The legislation of the Russian Federation provides for the following penalties for the illegal import, circulation and sale of fur coats (Article 15.12 of the Code of Administrative Offenses of the Russian Federation):

What will happen to a store if it sells fur coats without labeling?
Fur products displayed for sale must be marked. If a store offers unmarked fur coats for sale, it faces liability under Article 15.12 of the Code of Administrative Offenses for selling goods without markings. The fine under it ranges from 5,000 to 10,000 rubles for individual entrepreneurs and from 50 to 300 thousand rubles for organizations. Unmarked goods are subject to confiscation. The company is just starting to operate after bankruptcy and three years of inactivity. And now there are 15–20 fur coats hanging there, and I understand that tomorrow they will need to be chipped. In such circumstances, for a Yakut enterprise these are just meaningless additional costs (equipment from 250,000 rubles, programs, additional personnel, training and implementation costs, chips for 15–22 rubles) for the sake of 20 experimental fur coats left over. Great responsibility lies with the developers and those who will implement this experiment with chips, so as not to harm the country’s fur enterprises. It’s already hard for everyone right now.
