Why is a chip used in the manufacture of fur coats and what does checking it provide?

The government has seriously taken up checking the naturalness and quality of fur products, and in 2021, marking of such products with special marks (chips or KIZs) was introduced. For those who decide to buy a fur coat or other fur product, it is worth knowing:

  • how such markings will protect against counterfeiting;
  • how to choose a product with a chip;
  • how to check KIZ on a fur coat.

What is a chip

A chip is an electronic marker that contains information about a fur product, from the moment of its production to sale. The presence of a chip confirms the quality of the fur coat and its legal presence on the territory of the Russian Federation. Moreover, everyone can independently obtain comprehensive information on it (data about the model, size, material, place and time of production).

Marking fur coats through the “Honest Sign”

In order for information about the movement of fur products from the manufacturer to the consumer to be included in the “Honest Sign”, all participants in the trade turnover must be registered in the system: manufacturers, wholesalers and retailers. To register in the “Honest Sign” system, you will need an enhanced qualified electronic signature, which is issued to the head of the company or individual entrepreneur. UKEP is issued by accredited certification centers; to work with it you need to install CryptoPro or Rutoken software on your computer.

To enter your personal account, you need to go to GIS MT and click on the “Start verification” button. If the UKEP is connected correctly, access to your personal account will open. All information about the participant will be automatically transferred from the “Marking” system to the “Honest Sign”.

After gaining access to the personal account of the unified product monitoring system, you can request control identification marks for marking fur products. To do this, you first need to describe the product in GS1 RUS using the required attributes:

  • GTIN barcode;
  • product names;
  • brand names;
  • country of origin;
  • type of fur.

A complete list is provided in the GS46 manual. After entering the required attributes, a product card will appear, which can be published in the MT GIS. Then you need to submit an application for the production of control identification marks. Goznak is engaged in the production of KiZ, and an agreement is concluded with it.

You can submit an application through your personal account. In the “Orders for the production of Keywords” section, you need to enter the number of the agreement with the issuing bank and select the method of receiving Keywords – delivery or pickup. You need to fill out the data carefully, because if there is an error, you will not be able to change the application and you will have to fill out a new one. "Honest Sign" will consider the application within five working days and send the application to "Goznak".

After receiving the application, the issuer will send an invoice by mail for the production of the control identification mark. The cost of KiZ depends on the method of application and is:

  • 15 rubles for sewn - the sign is sewn into the seam of the product;
  • 15 rubles for adhesive - the sign is glued to a sewn-in marking label;
  • 22 rubles for a hanging sign - a sign with a plastic seal is attached to the product.

Goznak issues KiZ within five working days from the date of payment. Receipt of the control identification mark must be noted in the personal account of the participant in the turnover within three working days.

What is marking of fur products and why do you need a chip?

Manufacturers and importers are required to place a chip on each fur coat. This is done at the manufacturing stage, or when crossing the border. The chip is purely individual. As a result, the system that tracks the turnover of fur products always contains objective information about their quantity and routes of movement across the territory of the EAEU.

The state needs to remove counterfeit goods

Authorized structures have the ability to track the movement of each fur coat, thereby suppressing the illegal circulation of expensive goods.

Important! By removing counterfeit goods, the state receives more taxes.

The store needs to remove unscrupulous competitors

Fur coats imported from abroad for which tax has not been paid, and fur products produced but not accounted for are sold at lower prices. Thus, stores operating “by law” cannot withstand competition and go bankrupt.

Buyers - make sure of the quality

Anyone who wants to purchase a fur product has the opportunity to independently, using a smartphone (iPhone) or PC, obtain detailed information about the product. In this case, the chip acts as a guarantor of quality.

How to accept and sell fur products

Manufacturers and importers - mark

Fur coat manufacturers order sewn-in signs and mark each product. Importers attach KIZ to goods at the border. Thus, the state immediately sees when a new fur product appears on the Russian market.

Received the goods - reported

When a wholesaler ships a product to a retailer, both report to the system within three days. During acceptance, the store checks the chip on each fur coat.

It happens that a sign comes off, breaks or gets damaged during dry cleaning. Then the company draws up a report of damage, loss or destruction and writes off the sign in your personal account within one day. Within 17 working days, the seller is obliged to hang a new KiZ on the fur coat and register it in the “Marking” system.

Personal account in the “Marking” system

Sold the goods - reported

The store or supplier enters information into the system after they have sold at least one fur coat. The seller has 3 days to do this. If a company transports fur to Belarus, Armenia or another country of the Eurasian Economic Union, it must report on the day of crossing the border.

All about microchipping fur coats: what it is and why

The EAEU decision in Russia was put into effect by decision of the Government of the Russian Federation No. 787. It sets out the rules for the manufacture and use of CIZ, manufactured in the form of a radio frequency chip (RFID tag). They were put into effect by Federal Law of the Russian Federation No. 487-FZ dated December 31. 2021

An import duty is set at 10%. This entails an increase in the cost of fur goods produced abroad by the same 10%.

Members of the EAEU thus protect their own producers and increase budget revenues from import duties.

How to check the authenticity of a fur coat using the chip number

The government has seriously taken up checking the naturalness and quality of fur products, and in 2021, marking of such products with special marks (chips or KIZs) was introduced. For those who have decided to buy a fur coat or other fur product, it is worth knowing: Domestic manufacturers chip items with green markings . Thus, you can select Russian-made fur coats in advance.

If clothing in the form of natural fur has a lining, then such a product is also marked.

How fur products are inspected

In order to distinguish natural fur from a fake, you should follow simple inspection rules:

  1. Fur coats must have a chip (KiZ).
  2. The fur that comes from mink returns to its normal state after being swept away.
  3. Light fur coats should not have dark marks.
  4. Under the long pile there must be undercoat.
  5. The lining is not glued or sewn.
  6. The underbelly (the layer between the skin and the fur) should be of an even light shade and soft.
  7. The flesh on the wool side should not have any foreign odors.
  8. There should be no hair left on the arms when the fur is twitched.

AGAINST

Vladimir Bozov, director of New Furs LLC, chairman of the board of the National Association of Fur Breeders of Russia : I am in favor of making the existing laws work! According to them, when importing certain goods into the country, they must undergo customs clearance and only after that can they be sold on the territory of the Russian Federation. Naturally, I am against smuggling entering our country, since domestic producers find themselves in unequal competition due to the fact that someone did not comply with the law.

However, why are we being asked to introduce electronic chip marking? The answer is simple. The state, which is supposed to protect bona fide market participants, cannot do this properly. It wants to entrust its functions to us.

Question answer

How to choose a fur coat? Memo to the consumer

In addition to the fact that we are engaged in production, we will have to incur direct material costs for the labeling procedure and organizational activities, among other things. The production process will receive an additional stage, and, accordingly, its chain will lengthen. Then I would like for us to suffer for a reason, but I don’t see that. Alas, marking with electronic chips in no way blocks the smuggling channel. Yes, at first there was an illusion that this measure would be effective, but after meetings held in Pyatigorsk and Moscow, it became clear that the smugglers were not in danger. It turns out that there is no system that would indicate the source of raw materials (from which the product is made). Perhaps, after the introduction of marking with electronic chips, smugglers will transport less fur coats, and will focus on the skins, from which they will sew products.

Believe me, our valiant entrepreneurs have already figured out how to bypass this entire system ten times over. For whom will there be real problems? For us, conscientious domestic producers, who have production here on our land, who pay taxes, etc. We will be burdened with another problem. In return we will receive nothing, no market protection. And the consumer, just as he bought the cheapest consumer goods from abroad, will continue to buy them.

How does the fur coat chip verification system work and should you trust it?

Each fur coat is equipped with a control and identification mark. They are produced by GOZNAK, and it also controls their distribution.

KiZ uses a special radio tag (RFID). Control over correct labeling is carried out by the “Honest Sign” system.

The KiZ itself is issued in 3 cases:

  • fur coat importer;
  • manufacturer of the product;
  • if the sign loses its functionality (damage).

Note! The chip verification system for fur coats has stood the test of time. There is a significant reduction in counterfeit goods on the fur market.

What does KiZ look like?

KIZ (RFID tag) is similar to a price tag or label. It has an 18-digit code. The first 2 letters indicate the country (Russia - RU). The rest are an individual number for a specific product, revealing information about:

  • manufacturer;
  • country;
  • product name;
  • the form of fur;
  • brand (trade mark);
  • seller (importer);
  • number of the declaration of conformity.

There is also color differentiation of KIZ. Red chips are intended for imported goods. Green for those manufactured in the EAEU countries.

How to attach KiZ to a fur coat

There are 3 ways to attach the KiZ:

  1. Sewing from the inside out into the seams during production (sign on fabric).
  2. Gluing to a label (on self-adhesive paper).
  3. Attached to the product in a different way; in this case, the KiZ is combined with a plastic disposable seal.

Attention! There is no seal - the KiZ is considered invalid.

What is a control sign (KiZ)

KiZ is a strict reporting form with an embedded RFID tag (chip). The sign is printed with a unique product number, information about the fur and a QR code for authentication via phone. KiZ cannot be faked, and if you try to remove it from a fur coat, it will become damaged.

The signs are produced long and wide. The only difference between them is the form.

Long and wide KiZ

If the control mark is red, the fur coat was brought from another country; if it is green, it was made in Russia.

For detailed requirements for the control mark, read the decision of the Council of the Eurasian Economic Commission dated November 23, 2015 No. 70.

How to attach KiZ to a fur coat

  • Sew into the seam from the wrong side during production. This sign is printed on fabric.
  • Glue onto the sewn-in label. The sign is printed on self-adhesive paper.
  • Hang on a loop, clasp or hanger. In this case, the sign is attached to a disposable plastic seal. If the seal is broken, the KiZ is invalid.

Checking a fur coat using a chip using an app on your phone

The chip itself will provide virtually no information to the buyer. You need to be able to “read” it. There are 2 ways to do this:

  1. By checking on the online website of the Federal Tax Service. (nalog.ru);
  2. Using a special application installed on your phone. The camera is directed to the QR code of the chip, and the application automatically redirects to the nalog.ru page where all information about the product is presented.

What you need to know when buying a fur coat

When purchasing a fur coat, make sure that the chip is in place, secured with a disposable seal, or sewn into the seam with a factory stitch. The latest news about chipping fur coats confirms the opportunity to independently find out about the upcoming purchase. To do this, go to the tax service forum, download the free application to your phone, and using the individual code of the fur coat, immediately confirm or deny its legality, find out information about the value of the fur, the country of origin, the brand, and the quality category. The whole story will be studied in detail, and you will be able to make your own purchasing decision without resorting to the services of fur specialists.

Radio frequency identification of fur items

Radio Frequency Identification (RFID) is an advanced technology that uses contactless data transmission. Electronic devices are used to identify and obtain reliable information about the product. For fur products, passive, semi-passive and active tags are used.

Fur coat authentication equipment

To identify fur coats and determine their authenticity, 3 items are required: RFID tags; reader; computer program.

Readers, in turn, are available in 3 versions: stationary; mobile; portal

Advantages and distinctive features of RFID

An RFID tag cannot be counterfeited, unlike a QR code. RFID readers can exchange data over significant distances, even when the CIZ is not in line of sight.

What information can you find out about a fur coat?

It will be indicated whether the product being checked has been sold or not yet.

A similar operating algorithm allows buyers to check a fur coat using a chip while having a phone or PC with Internet access at hand. Today we will show you the entire process of data verification so that you can confidently distinguish a genuine product from a counterfeit one and know where to turn in this case.

  • how such markings will protect against counterfeiting;
  • how to choose a product with a chip;
  • how to check KIZ on a fur coat.

Answering the question about what KIZ is, it must be said that this sign marks all products made from fur, which is valued on the market. Products that are required to be chipped include:

Checking a fur coat using a chip on the Honest Sign website

Since 2021, marking fur coats has become an integral part of the “Honest Sign” system accounting. It will help you find out the “stories” of microchipped fur coats. To do this, you just need to go to the official website of the “Honest Sign”. Next, enter the data indicated on the chip in the appropriate field. Click "Check".

If the information entered is genuine, a table with product data appears on the page.

Important! In case of an “error” message, it can be stated that the seller violated the labeling rules. The product is most likely counterfeit.

What information can you find out about fur coats?

When a fur coat is included in the records, data about it will appear on the “Honest Sign” page:

  • KIZ status;
  • whether the fur coat was transferred to the buyer or not;
  • Name;
  • fur type;
  • place of production, country;
  • legal information on the seller;
  • other information.

Receiving, applying and registering KIZ

In order to receive KiZ, you need to register in the “Marking” system. Next, submit an electronic application for the production of signs. The transfer of information about the new KIZ is carried out through “Mobile SMARTS: KIZ”. It is installed on readers or barcode scanners.

After launch, the program should read the tag with the selected device. The data is recorded on the CIZ and the product is considered marked. Next, information about the product (batch) is structured, verified and transferred to the system.

How to connect to the marking system and receive KiZ

Register on the website markirovka.nalog.ru

Through your personal account, stores register goods, report sales and order tags. To work, you will need an electronic signature. The one used for document management, electronic reporting or online cash register registration is suitable.

You can register in the system only with the signature of the head of the company. After the first visit, you can connect other employees to your personal account.

How to register in the “Marking” system - instructions from 1C

Sign an agreement with the manufacturer of control signs

In Russia, control marks are issued by JSC Goznak. To order a batch of KiZ, stores sign an electronic contract. For this you also need an electronic signature. For detailed instructions, see the Goznak website.

Conclusion of an agreement with the manufacturer

Join the GS1 Association

Each product item is assigned a GTIN code. Based on this code, a unique SGTIN number is generated for each fur coat, which is programmed into the chip.

To obtain product numbers, you must join the GS1 Association. Entry fee - 25,000 rubles, annual membership fee - 15,000 rubles. To relieve the burden on small businesses, the Federal Tax Service agreed with the Association on a grace period. The seller does not pay a membership fee if he describes less than 10 new product items by the end of 2021.

On the Association’s portal, the participant receives unique numbers for each product item. To do this, the seller prepares descriptions of all products: name, manufacturer, country of manufacture, unit of measurement of the quantity of goods.

The association only assigns GTIN codes to products. This is not enough to sell fur coats. Next, you need to generate an SGTIN, program it into the RFID tag and enter the information in your personal account of the Federal Tax Service.

Order KiZ in your personal account

For each fur coat you need to make chips with an SGTIN number. On the Markings website, make an application - how many signs are needed and what kind. The tax office will check it in 3 days or less, and then send it to Goznak. An entrepreneur will not be issued a KiZ if he has arrears in taxes, arrears of penalties, or has violated labeling rules more than twice.

You can order immediately programmed chips. The manufacturer will write SGTIN codes on the signs, and you just attach them to your fur coat.

If you order “blank” signs, then you will have to program them yourself, and then enter the data into the “Marking” system. To record RFID tags you will need a scanner for 60,000–200,000 rubles. If you don’t want to buy expensive equipment, contact a company that will write the chips for you.

Pay control signs

You will be invoiced when the tax office sends the order to the manufacturer. You pay 100% of the amount, and in 5 days Goznak makes chips. Delivery time is from 2 to 15 working days depending on the region. Chips are delivered to administrative centers free of charge. Read more about ordering KiZ in the document.

The price of one KiZ including VAT: sewn and adhesive - 15 ₽, mounted - 22 ₽.

Fur marking from registration to sale

What are the penalties for violating the rules for marking fur coats?

The legislation of the Russian Federation provides for the following penalties for the illegal import, circulation and sale of fur coats (Article 15.12 of the Code of Administrative Offenses of the Russian Federation):

  1. Fine for organizations - from 50 thousand to 100 thousand rubles;
  2. Fine for officials and individual entrepreneurs - from 5 thousand to 10 thousand rubles.

Attention! Detected counterfeit goods are subject to confiscation.

If it is revealed that the cost of an unmarked product is more than 2.25 million rubles, then criminal liability will follow (Article 171.1 of the Criminal Code of the Russian Federation), according to which punishment is established in the form of a fine of up to 300 thousand rubles, forced labor, and imprisonment for up to 3 years.

Fur coat with a chip: we buy fur products according to the new rules

On August 12, 2021, Decree of the Government of the Russian Federation No. 787 dated August 11, 2016 came into force, which obliges manufacturers, sellers and importers to label products made from natural fur with special control (identification) marks - KiZ. What is changing for buyers, how to choose the right fur coat according to the new rules, what to look for when buying - the site understands everything especially for its readers.

Why did you decide to microchip your fur coats?

To reduce the number of gray and counterfeit goods in Russia and the Eurasian Economic Union (EAEU). The main idea of labeling fur coats is that each one can be traced all the way - from production to sale to the end consumer. With such control, fur coats are unlikely to appear out of nowhere, because the sale of unmarked products will be fraught with heavy fines. Fur products were chosen for the pilot project due to the high proportion of low-quality products - up to 80%. After fur coats, other goods began to be microchipped. For example, from July 1, 2021, microchipping of shoes became mandatory, and from January 1, 2021, it will be mandatory to equip medicines with chips.

What specific fur products should be tagged with chips?

The labeling rules apply to all items of clothing, parts of clothing and accessories for clothing made of natural fur (muffs, boas, ties, collars, etc.) that go on sale in the territory of the Eurasian Economic Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan). Products made from mink, nutria, arctic fox, fox, rabbit, hare, raccoon, sheepskin and other types of natural fur are marked. If the products have only a lining made of natural fur, or the fur is attached to the outside, they also need to be marked. The exception is those items of clothing where fur serves as a trim (collar, lapels, cuffs, pocket trims, etc.). Even if the fur coat was purchased by the store before August 12, 2016, it must still be marked.

KiZ for fur products, photo: goznak.ru

What fur products can be sold without labeling?

  • mittens, mittens, gloves made of leather and natural fur;
  • bags, backpacks, traveling bags, etc.;
  • shoes;
  • hats, parts thereof;
  • toys, sports equipment, etc.

Who is required to microchip a fur coat?

All companies and individual entrepreneurs involved in their sale will have to label fur products, that is, retail and wholesale sales, transfer under an agency agreement or on commission, import into the territory of the Russian Federation, etc. When individually tailored to the order of an individual, the fur product does not need to be marked.

Why is a microchipped fur coat better for the buyer?

Special marking of a fur coat (KiZ) confirms its authenticity and legality of origin. Using an individual code with KiZ, anyone can check any fur coat from the store using a special application. Previously, the verification was carried out on the website of the Federal Tax Service (FTS), but from June 1, 2021, the labeling system was transferred to the Center for the Development of Advanced Technologies (CRPT). Information on checking chips for fur coats and other goods can be found on the website of the CRPT “Honest Sign”. Through an application or service on the CRPT website, you can use the entered marking code or QR code from the chip directly in the store to find out all the information about the fur coat: name, type of fur, country of manufacture, manufacturer, brand, seller, declaration of conformity number. That is, you can see the entire history of the fur coat and you will know exactly where and what it was made from.

What does a KiZ chip look like on a fur coat?

KiZ is a strict reporting form with a radio frequency tag and protection against counterfeiting.

KiZ for fur products, photo: goznak.ru

KiZ can be sewn into the seam of the product from the wrong side, glued to a sewn-in marking label, or hung in a button hole, hanger or loop fastener on the front of the product with a disposable seal. Its dimensions are 25mm*160mm or 53mm*80mm. A red KIZ indicates that the fur coat was imported into the Russian Federation from other countries. The green KiZ is attached to fur products produced in the Russian Federation.

What should you check when buying a fur coat or fur product?

  • Availability of KiZ, information on the number from it through the mobile application. If there is no KIZ on the fur coat, or there is no data on its number in the system, you are probably dealing with a fur coat that was handmade or brought in a suitcase from Turkey.
  • Product label, mark on leather fabric in products without lining. Pay attention to the specified standard or technical conditions, data on the color and its color, grade. group of defects, type of skins, size, release date.

What will happen to a store if it sells fur coats without labeling?

Fur products displayed for sale must be marked. If a store offers unmarked fur coats for sale, it faces liability under Article 15.12 of the Code of Administrative Offenses for selling goods without markings. The fine under it ranges from 5,000 to 10,000 rubles for individual entrepreneurs and from 50 to 300 thousand rubles for organizations. Unmarked goods are subject to confiscation. For special cases, there is criminal liability under Article 171.1 of the Criminal Code of the Russian Federation. Given the increased liability, it will simply be unprofitable for stores to sell fur coats of dubious origin without labeling.

AGAINST

Natalya Serova, director of the Novotorzhskaya fair:

The state idea of chipping is intended to become the world’s newest experience in interaction between government and business, an important way of state regulation of the situation with black and gray imports of fur products, counterfeit goods and reliable protection of citizens from low-quality and illegal products, and entrepreneurs from unfair competition. It is important that this experiment be full-scale and have a systematic approach, accompanied by serious professional and legal expertise, and open public discussion. Only this way will allow the Government of the Russian Federation to give an objective assessment of the results of the experiment. It is possible that with thoughtful, serious and coordinated work by all branches of government, business and the public, this undertaking will become a real step in the development of our state, and not a field for a new round of corruption and abuse.

Today it is too early to talk about the consequences: in Russia there is neither a clear legislative framework on this issue nor practical experience, and there is no experience anywhere in the world. After all, chipization is an exclusively Russian innovation. It will be strange and shameful if the result of the experiment at the expense of budgetary allocations is negative. After all, we remember how vineyards were cut down in the USSR: then the state also fought against drunkenness. Drunkenness remained, but winemaking was practically destroyed in the country. Not long ago I returned from Yakutia, where I was at a state fur enterprise. They produce beautiful high boots, wonderful souvenirs, and they also have some experience in sewing fur coats from mink and sable. The company is just starting to operate after bankruptcy and three years of inactivity. And now there are 15–20 fur coats hanging there, and I understand that tomorrow they will need to be chipped. In such circumstances, for a Yakut enterprise these are just meaningless additional costs (equipment from 250,000 rubles, programs, additional personnel, training and implementation costs, chips for 15–22 rubles) for the sake of 20 experimental fur coats left over. Great responsibility lies with the developers and those who will implement this experiment with chips, so as not to harm the country’s fur enterprises. It’s already hard for everyone right now.
